Welcome to Brisbane City Council’s PD Online, an online Planning and Development System containing the following services

Urban Land Development Authority (ULDA)


As of 30 November 2012 Council is responsible for all development assessment functions within the Brisbane Urban Development Areas. Any new Development Applications in the Urban Development Areas from the 30 November 2012, are to be lodged with Brisbane City Council.

Applications currently with the ULDA and lodged up to the date of delegation will continue to be dealt with by the ULDA. Subsequent applications (e.g. compliance assessment and plan sealing) or modifications associated with a ULDA issued development approval will continue to be assessed by the ULDA, until such time as the UDAs have been revoked.

The ULDA can continue to be contacted on 1300 130 215.

Brisbane City Council has also established a team to facilitate the delegation process and to manage the assessment of new development applications lodged after the transition. For information please contact Council on 07 3403 8888 or email

Council's PD Online system will experience short planned and unplanned outages due to system maintenance and emergencies. Should you experience difficulties accessing any aspect of the PD Online, including the Online Submission portal, please attempt access the system at a later time.
